A Dynamics 365 Sales Enterprise or Team Member license is required for users to be able to access and use Dynamics.
Cobalt is responsible for provisioning the Microsoft licenses. Requests for license additions/removals should be submitted via a Support ticket and will be conducted in accordance with the customer’s current Cobalt SaaS Agreement.
The customer is then responsible for managing the licenses. This includes assigning, unassigning, and reassigning the licenses. The customer is also responsible for pulling lists of licensed users as needed. This follows best practice for the principle of least privilege and keeps everyone protected.
Below is more information on how to manage licenses.
Open a Support Ticket for Cobalt to Purchase Licenses
Please include the type of license and the number of licenses that you would like added.
Cobalt will follow up in the ticket when the additional licenses have been purchased.
Customer to Manage Licenses in the Microsoft 365 Admin Portal
After the licenses have been purchased, customer staff will need to assign the licenses to the desired users.
Customer staff with the correct permissions will be able to manage license assignment by accessing the Microsoft 365 Admin Portal.
Role Needed to Manage Licenses
The customer staff must have a User record in the Microsoft 365 Admin Portal that is assigned either the License Administrator Role or the User Administrator Role to be able to complete the tasks. (This User record and Roles are different than the User record and Roles that exist in Microsoft Dynamics 365.)
The customer staff user may be the system administrator point of contact, your IT team, or someone else.
To view the Admin Roles assigned to a user, navigate to the Microsoft 365 Admin Portal and click on the user. If the user is assigned many Admin Roles and you cannot see the complete list, click Manage Roles to view more.
In the example below, the User in the Microsoft 365 Admin Portal has the necessary User Administrator Role to assign licenses.
If your User record in the Microsoft 365 Admin Portal does not have the correct permissions, you will need to contact the User in the Admin Portal who does have appropriate permissions to manage licenses.
See Microsoft documentation for more information - About admin roles in the Microsoft 365 admin center
How to Assign and Unassign Licenses

Customer to Pull Lists of Licensed Users
Individual(s) with the correct permissions will be able to click in the Licenses area in the Microsoft 365 Admin Portal and view how many licenses are assigned and available.
They will also be able to click into a product (license) and view who is assigned the license.
